Why FPE panels get replaced
Federal Pacific Electric panels with Stab-Lok breakers are found in many older homes. Electricians and inspectors have raised concerns for years that some of these breakers may not trip when they should, and that breakers can lose a solid connection to the bus. Many inspectors flag them, and some insurers ask about them.
You can usually spot one by the label on the panel door, which says Federal Pacific or FPE, and breakers marked Stab-Lok, often with red or orange tips.
What changes the price
Panel size and capacity is the first factor. Replacing with a panel of similar capacity is a different job than moving up to 200 amps for an EV charger or bigger AC.
Meter and service equipment is next. In many Bakersfield homes the panel and meter are one combined unit on the outside wall. If the whole unit has to be replaced, or if the service conductors need work, the scope grows.
The condition of the existing wiring matters too. If we find scorched wires, aluminum branch wiring, or circuits that were added without permits, those need to be fixed for the work to pass inspection.
Grounding and bonding may need to be brought up to current requirements. Location and access also play a part, such as whether the panel is outside, in a garage, or inside a finished wall.

With FPE panels, replacing individual breakers is usually not a lasting fix, because the concerns are about the breaker design and its connection to the panel. If we think a repair makes sense in your case, we will say so. We do not push a bigger job than you need.

Ask whether the quote includes the permit and inspection, and who coordinates with PG&E. Ask whether the meter or service equipment is included or extra, what happens if damaged wiring is found, and how circuits will be labeled when the job is done.
